簡要規(guī)則描述：本項目共31個改造點位，涉及紅柿苑（3個點位）、紅楓苑（1個點位）、品誠苑（1個點位）、凌兆十五村（1個點位）、棕櫚苑（3個點位）和翠竹苑（22個點位）；以及翠竹苑室外部******消防卷盤（僅翠竹苑部分點位）；翠竹苑室外部分進行管線敷設(shè)等。（具體數(shù)量及要求詳見工程量清單及圖紙。）
Brief Specification Description:?This project involves 31 renovation sites, including Hongshi Garden (3 sites), Hongfeng Garden (1 site), Pincheng Garden (1 site), Lingzhao Fifteen Village (1 site), Palm Garden (3 sites), and Cuizhu Garden (22 sites); And the outdoor part of Cuizhu Garden. The main work content of this project is to add or renovate fire alarm systems, emergency lighting and evacuation signage systems, video surveillance systems, and fire reels for the above-mentioned locations (only for some locations in Cuizhu Garden); The outdoor part of Cuizhu Garden will be laid with pipelines, etc. (For specific quantities and requirements, please refer to the bill of quantities and drawings.)

(b)落實政府采購政策需滿足的資格要求：（1）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目是專門面向中小企業(yè)采購，評審時，中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠。（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實行強制采購。供應(yīng)商須提供具有國家確定的認證機構(gòu)出具的、處于有效期之內(nèi)的認證證書方能享受優(yōu)先采購或強制采購政策。(4）購買國貨政策：本項目不接受進口產(chǎn)品。

（5）具有安全生產(chǎn)許可證（有效期內(nèi)）；
（6）擬派項目負責(zé)人具有機電工程專業(yè)二級及以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔(dān)任其他在建的建設(shè)工程項目的項目負責(zé)人；
（7）業(yè)績要求：無；
（8）其他要求：無。
(c)Specific qualification requirements for this program:?(3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); (4) Having a Level 2 or higher qualification for electronic and intelligent engineering contracting, as well as a Level 2 or higher qualification for fire protection facility engineering contracting, or a Level 3 or higher qualification for general contracting of construction projects; (5) Having a valid safety production license; (6) The proposed project leader shall have a second level or above registered construction engineer qualification in mechanical and electrical engineering, a valid safety production assessment certificate, and shall not serve as the project leader of any other ongoing construction projects; (7) Performance requirements: none; (8) Other requirements: None.
